This is a privately operated miniature heritage railway set in the heart of mid-Devon, which is opened up on special days for the benefit of the whole community — connecting generations through engineering, heritage, outdoor activity, and the joy of the river valley.

Lapford Mill Steam Railway, LMSR, has been built by volunteers at Lapford Mill, Lapford, in mid-Devon. The hope is to share the joy of heritage engineering with the widest possible community — based suitably in parkland at Lapford Mill, 2025 saw a handful of Open Steam Days bringing together people of all ages around engineering, heritage, outdoor activity, and the simple pleasure of a working miniature steam railway.
The track and rolling stock are privately owned and operated by Alistair Hall who has extensive experience with miniature railways, having operated his own locomotives at a number of public railway locations and worked for may years as a professional track engineer with Network Rail, Alistair brings the key to the opportunity, which is unlocked by agreement to host and operate within the grounds at Lapford Mill, owned and managed by Alex Gater.
Built and maintained by a dedicated and growing team of volunteers, the operators are exploring options to formally establish as a CIC to enable wider public engagement, educational programming, and access to grant funding for its continued development.
The CIC would operate under license from the principle asset holders, ensuring a clear, sustainable structure that protects all parties and gives funders and partners confidence in the organisation’s long-term viability.

Built by Volunteers
Every metre of track, every level crossing, every piece of infrastructure at Lapford Mill has been installed by a growing team of dedicated volunteers. Recent working days have seen the railway extended and improved at pace, with participants ranging from experienced engineers to complete newcomers.



Our Activities
Formation of a CIC will enable us to run a programme of public-benefit activities throughout the year, centred around the engineering and heritage of the Mill and railway but extending to the wider grounds and natural setting of Lapford Mill.
Heritage Railway Rides
Regular public open days offering rides on the passenger-carrying miniature railway, with guided information on the locomotive, rolling stock, and the history of the site.
Engineering & STEM
Hands-on workshops for young people and schools exploring mechanical engineering, physics, and heritage craft skills through the practical lens of a working railway.
Nature & Ecology
Guided sessions on the River Yeo, introducing children and families to river ecology, wildlife, and the natural environment of the Yeo valley — fishing, pond-dipping and woodland exploration.
Arts & Community Events
Open-air theatre, music, and cultural events in the waterwheel garden, building on an established tradition of community gatherings that draw audiences from across mid-Devon.
Outdoor & Activity Days
Archery, woodland skills, and outdoor adventure activities for young people, making use of the exceptional natural environment of the site throughout the year.
Volunteering & Skills
A structured volunteer programme open to all, offering real skills development in engineering, land management, heritage conservation, and community event organisation.

Our Legal Structure
At present, the principle assets are privately owned and operated under agreements. The establishment of a CIC is structured to be transparent, robust, and attractive to funders, with clear separation of assets and community governance at its heart.
Asset Protection
The CIC would not own the land or railway infrastructure — these remain in separate private ownership. The CIC operates under licence, protecting all asset owners while giving the organisation independence and grant eligibility. An asset lock ensures all surpluses are reinvested by its governance in community benefit.

Funding Eligibility
CIC status opens access to a wide range of grant funding including National Lottery Community Fund, Arts Council England, rural development grants (LEADER/RDPE), heritage funding, and Devon County Council community grants — none of which are available to unincorporated or purely private operations.
Five-Year Financial Plan (Example)
The Railway could be designed to reach financial sustainability within three years, funded initially by grant income and volunteer contribution, growing to a position where open day ticket income covers operating costs.
